Easily solved by having your levels/abilities/equipment transfer over but not your background. So every time you start NG+ you choose a background, play it out until your appartment and then you have everything from your previous playthrough. Simple. That's not the only variable, though. It's not uncommon to be able to change appearance multiple times in RPGs, so it's definitely odd that it took this long for it to be a feature.
